Preheat oven to 325 degrees. Sift together your flour, sugar, baking powder, and salt in a medium-sized bowl. Form a well in the center of the dry ingredients. In the well, add in your water, oil, egg yolks. vanilla, lemon zest, lemon juice. Mix to combine.

With the mixer still running, add lemon juice and salt.
Bake at 350° for 20-25 minutes or until a toothpick inserted in the center comes out clean. Cool for 10 minutes before removing from pans to wire racks to cool completely. In a small saucepan, bring corn syrup to a boil. Cook and stir for 1 minute or until slightly thickened. Remove from the heat; stir in pecan halves until coated.
